To think electric mopeds should be licensed?

I went for a walk today , witnessed two lads, probably early twenties, riding these on the pavement, then the road, then cutting back on the pavement ,you couldn't hear the bikes, just them laughing and shouting. They weren't wearing any helmets, no indicators they were around, and nearly ran over some elderly walkers. Why is this legal or unlicensed, the speed they were going could quite easily seriously injure someone?

I think they do need licensing if they can go faster than 15km/h. I cycle faster than that! Kids arsing about like that can happen just as well on bikes, and is already illegal.

If it's the UK it is neither licensed or legal.

But lots of parents will be buying one for Their kids. The parents are morons.

Do you mean scooters? They are illegal in the UK on public roads, pavements etc unless from official hire service

Definitely mopeds, look like a bike (not electric bicycle), I also saw someone on an electric scooter last week between pavement and road, about 5pm when it was dark, ridiculous

How is this different from being on a bike without an electric motor?

You mean they were actual mopeds? AFAIK, electric mopeds still need to be registered/insured etc and used on the road only, with the rider wearing a helmet.
It sounds as though this bike was stolen if they were dicking about on it.
