This is the problem with our justice system, we aim to rehabilitate people and fashion them into a productive member of society. It would be better just to write off people like this, yes they've had problems which might not have always been their fault, but for the benefit of society as a whole they should be excluded from it permanently.
Once we remove the idea of "rehabilitation" from the legal system and focus on "punishment" and the "protection of innocent people" we will be in a much better position. All the rotten eggs in the same prison basket, no hope of release and left to get on with whatever life they have left inside their cell.
