I've seen things similar to that for putting bread rolls in the pockets, not sure with strings though

Oh I just saw the lace pattern, not the rest of it.

Hot roll doily thing. Haven't seen one used since 1960s. The strings are tied in a bow to allow the doily to sit flat and the fabric to form pockets into which rolls are inserted.

This shows you how to make one, near the end she talks about (and demonstrates) what the strings are for.
