I've seen things similar to that for putting bread rolls in the pockets, not sure with strings though

Hot roll doily thing. Haven't seen one used since 1960s. The strings are tied in a bow to allow the doily to sit flat and the fabric to form pockets into which rolls are inserted.

Seriously, it was an 80s thing I think. Everything was fancy and lacy and curtains looked like Victorian bloomers.
