doctor for snotty 3 year old?

3 year old DC is constantly hacking up mucus from throat, and has always done for at least the past year. It's not a cough, it's just constant phlegm and mucus from the throat. No illness just this constant noise and bringing it into his mouth.

Would it be unreasonable to see a gp for this?

My child has what you describe in your OP although no snot
Not a cough but 'slime' in her words
The doctor tried an allergy nose spray (I think it was nose spray anyway) no change then they tried an inhaler no change. They weren't hopeful about referring her to ENT but they did unfortunately I missed the call as I'd completely forgotten about it but in the end we just left it
It started in 2020 Jan and it's only these last couple of months it's almost gone
