Or am I over reacting?
Saw neighbours DH earlier walking back from his house looking close to tears. He had left earlier in the car for work.
I know he is going through a rough time of it of late. Should I just leave him be or admit that I was worried as I had seen him look very upset?

Far better to say something and it not be quite right than nothing at all. Maybe even just a bar of chocolate and a note through the door saying “know you’ve been having a rough time, here if you need me”

Hi, if you know him well enough to know he's in a rough patch then yes, nice to ask how he is. Maybe you could make an excuse to pop round, perhaps you might discover you accidentally bought two packets of biscuits in your weekly shop and thought they'd like one. Or perhaps you made some muffins and had some spare. Or perhaps you just pop round and say you're at a loose end and do they fancy a cup of tea at your place? It gives you an opening to ask how things are going.

Definitely ask.
I started chatting to a guy in the street once, he looked sad. We talked about mundane stuff then I went on my way. Months later he stopped me to thank me for saving his life....he was on his way to top himself, and a few kind words made him think again.
I'd had no idea at the time of the impact of my words, but it's one of my proudest moments...
