Garage / service during covid?

I don't know much about cars admittedly. My car was due it's normal service last month so booked it in and said at the time it was behaving slightly off under heavy braking, possibly alignment out. Brakes and alignment etc are all checked as part of the full service I booked it in for.

I needed 2 new tires at the front as was told the alignment was out, they've adjusted it but to try it for 100miles then bring it back for another check free of charge.

I've done that today and advised the braking issue is still happening. They've just called and said that one of the brakes have a high point and needs replacing. I asked how it wasn't picked up on the service, they said because of covid they are only doing visual checks rather than the full road tests, and visually the brakes still have wear so they didn't flag it.

Aibu to think that this is just an excuse. If they are still charging full price for the service, they should at least be letting you know it doesn't include everything?

Are you in the UK? I had a full service in September last year and they checked my front and rear brakes and suspension and carried out a road test. That doesn't sound right what they have said, they shouldn't be charging you for something they haven't done.
