WWYD Child/Carseat

WWYD in this situation? A few weeks ago at nursery pick up my DH saw another parent put their child (no older than 4) into their car, no car seat, no seatbelt and drive off. At drop off this morning, the same car parked next to me and the child was in the front passenger seat with no car seat. I really don’t know if I should let nursery know as obviously really dangerous as well as illegal. But is it nursery’s problem? I’m one for each to their own and definitely don’t want to be a busy body but I can’t stop thinking what if something happened? WWYD?

YABU = keep your nose out
YANBU = report to nursery (or 101 or something else?)

I would maybe say something at nursery but nothing more. I don't think 101 will do anything

The police can be present at drop off and pick up times to potentially catch them in the act. It happened at the school I work in. Same with a mum who regularly drove drunk. Inform the police.
