I recently witnessed child 14 yr old smoking weed should i inform school, police or parent ???

None of the above, in my experience, half the year will be smoking it unfortunately. ☹️

Who is the child to you? How do you know he's or she's 14?
Maybe they all know already?

If you know the parents or if the child was on your property or in your care at the time, then yes, tell the parents.

If not, less clear. I would but I tend to err on the side of caution.
