I asked my neighbour for a contribution to a gardening project which would benefit both houses. They agreed to pay half. Now the bill has arrived (original price, no extras) they are ignoring me! What do I do next?

They cant hide from you forever.

How long has it been since you contacted them giving the price ?

You've been had. No written agreement I guess?

Were they saying yes enthusiastically when asked or is there a chance they felt pressured into agreeing to a project they may not have wanted as much as you?

What did you have done?

Did you get the agreement in writing at all, text or email even?

We're they consulted about every aspect of the garden renovation?

How much have you spent? Have they had any job related stuff going on? Redundancy? Furlough? How long ago did you ask?
