Travelling during COVID

I'm mum of two kids, two year old and seven year old. I can't travel this year because of work, but my husband is going to go with kids if things stay like this. First, I have no problem with him travelling alone with them, it's going to be nice to rest a little bit.

My question is, he is planning to go to a country where he has to take a test on his second day there and I wonder how PITA is that going to be with two small kids?

Would you choose a country where you have to take a test (it is your first choice for vacation) or somewhere where it will be a bit more expensive and you don't like it that much, but you're free to do what ever you like.

I'm torn.
