To report a video to youtube

My dh thinks ita pointless. My friend shared a video from someone I vaguely know from their YouTube channel. In the video they have their 6 year old and 4 year old strapped into the front seat of a sports car as they are travelling down a dual carriage way so 70mph at least. 2 kids, 1 seat, high speed and roof down. I think this is so dangerous and should be reported. My dh thinks it doesn't violate any of youtubes policies.
It's not like it can report the parents so I think it should at least be taken down from the Internet.

I don't know where to report it. I only know vaguely where they live so I'm not sure what council I would report it to. I can believe people do stupid shit like this, I can't believe they are stupid enough to put it online

I figured it went against youtubes policies as it is 1. Illegal and 2. Dangerous behaviour.

It is illegal and dangerous, but it’s not like there are going to be copycats. And if you report it to YouTube they could take it down before the authorities can investigate.

Report to the Police, they can then investigate.

I've looked at reporting it to the police but I'm struggling to work out where to do that. I don't live in the same police area and I can't find a way of logging the incident without details I do not have. I will look into it more tomorrow.

I don't know them though, I went to school with his SIL. I know his name and that is about it. I only saw it as a friend shared it. I have filled in a form for the police but I dunno if I have filled in the right one.

Just call the police and log it with them. I'm pretty certain at the very least it will carry either a fixed penalty notice (points and a fine) or a ban on driving. That's at the very least. Can you see the car reg? Is the driver identifiable?

The driver is identifiable, I know his name, its on his you tube channel for a start but I can't make out the registration and from what he says he has hired it or borrowed it, its a bit hard to tell what he means. I know there is a business in that area that hires out sports car, its a bright green lamborghini so I can't imagine there are many in the area.
