Neighbours cat stratching at the car tyres!

What can i do about my neighbours horrible cat, it does its business all in my garden, scratched up my fence post and now has resorted to using my car tyres as a scratching post. Someone please help me!!

Cats don’t like citrus, there’s a start. Lemon or lime slices/juice.
