Social and healthcare staff not permitted to take a 2nd job

Not really an AIBU just wanted some clarification and opinions.
I have had an interview this week, I was hoping to combine two part time care roles in order to make a full time salary. Apparently this is not permitted due to Covid regulations, even if you are fully vaccinated, which I do understand.
What do others think of this?
Also can't find the information anywhere but is it just two care jobs or care and any other job?
For instance I could work part time in care and part time as a TA or something not in the care industry and this would be ok?
