I have to admit, I had to click on the pic to read it clearly, as it was slightly curtailed in the post - but then it became clear what it actually said.

I'm really struggling with this.

Is the context that many people have been furloughed and so will have an excess of holidays to use up, so might be forced to use them at their employer's discretion?

There's nothing in (English at least) employment law to stop an employer imposing particular holidays - and many do!
