To inform the police ?

After some perspective so please be kind ☺️

I live in a upstairs flat , on a main road about & a bus stop is around 8 foot away from my door.
Downstairs flat is empty of tenants but part furnished which can be seen through the windows
Last month we had to ring the landlord to the flat as we heard someone moving around in there , landlord came & said it had appeared someone had crawled through the window in the front room.

Lately , I've noticed a notorious shoplifter, let's call him Adam ( know him from throwing him out of Morrison's many times for stealing ) hanging around the bus stop / sitting on my garden wall

Lately , when I've been going into my garden to smoke a cigarette , he's been there , asking for a spare cig to which I always tell him no
I'm not too sure if he remembers me from Morrison's as it's been a while since he's been in

Yesterday morning when leaving the front door , I noticed a hammer in the corner of the garden , asked DP if it was his , to which he replied no his was in his tool box.
The area we live in can be considered "rough" so my mind automatically went to crime

This morning , DP recognised Adam in our garden , looked at the hammer then quickly exited garden & walked away

Personally I'm not afraid of Adam ( he did lose a leg due to heroin use so he does not indulge in confrontation , walks away very quickly ) but I have a 6 week old baby now.
DP works , so feel comfortable when he's here , but I've noticed Adam hanging around when I go for walks with LO

We're in two minds about informing the police
No crime has been committed after all but since losing his leg Adam is now considered a "look out" amongst criminals. He's often seen with his brother who is also a shoplifter & general trouble maker

AIBU to inform the police via 111 maybe or should I just leave it & keep an eye out for anything else ?
DP wants to inform the police just in case anything does happen.
We're probably just been paranoid 🤔

I don't think calling the local station to flag it would be a bad idea.

I would feel intimidated if a man was regularly outside my house with a hammer. It's threatening.

Call the police and let them know what's going on. People with weapons in your garden is unacceptable.

Also put up CCTV to record what is going on out there.

@skirk64 my next door neighbour has CCTV which I believe covers the majority of our garden
I'm about to pop a note through her door asking if she'll come see me when she comes in from work to ask her to look at the footage from the weekend

I'm from a rough town luckily moved since and I had this exact thing happen.

I would report. In my case the local nutcase was arrested after threatening to throw a brick at me (he'd been on my driveway or thereabouts so many times and on this occasions was pretending to 'fix' something on my driveway when I asked politely if he could please leave) police told me he should have had a carer with him at all time!

Meant to add next door was empty and I thought he'd end up squatting which is why I asked him to leave

@greytiledbathroom this guy robbed a elderly lady about 2 years ago , walked into her house & stole her holiday money so I'd say for certainty he isn't here to fix anything
When we heard the noises downstairs we did suspect squatters too

Are you in Essex we have a man who lost leg due to drug use prays on public and police are aware of him please keep a log and inform police

Call the police - he is on private property! Doesn't matter how many legs he has.
