When is CPE screening required? Question for medical people...

My mum had to have CPE screening the other day and was really upset about it as it involves a rectal swab (three times!). She eventually agreed to it as she was worried she wouldn't be able to have her scheduled operation if she didn't agree, but from what I have been able to find it sounds as if it might not have been necessary after all, and it's awful if she has had to undergo that without needing to.

I'm really angry on her behalf as it doesn't seem to have been made clear why it was needed (she didn't even know what the screening was for, I've deduced it based on her explanation and an internet trawl). From what she has told me, the screening is needed because she was in a different hospital elsewhere in the UK overnight a few months ago, but I can't see anything to confirm whether that should apply to the hospital stay she had - everything I have found suggests it would only be necessary if she had been in hospital in Manchester or London, or outside the UK. Is this right? And does anyone know where I can find out more?
