Essential travel?

Just need a little clarification on whether driving 2 hours to view a live a board boat would be classed as essential travel?
ExH currently has nowhere to live and Is sleeping on his Gp's sofa and has decided to buy a boat to live on permanently. Has mooring sorted but wants to view the boat in person before purchasing obviously. He wants to take DS 15 with him but is worried if he gets stopped by the police he may be fined. I've checked guidelines and see house viewings/sales can still happen so assume this would also be the case for a boat to live on?
I know this isnt a AIBU but posting here for traffic!

Anyone know if this will be ok?

I would have thought it would be classed the same as buying a property if he intends to live there but I couldnt be certain

I think it sounds reasonable if he is viewing residential property which this is, albeit an unusual one.
