Settled Status question - National Insurance number not recognised

Hi, my partner is a French national and has been in the country for 20 years.

He used the settled status app today, had to take a photo of his face and passport etc.

Then he got an email. The email prompted him to add his national insurance number for automatic checks. The national insurance number was not recognised and now he has to send 5 years worth of proof of residency. Owning a home and concil tax bills are not enough.

He also has had trouble getting a government gateway account in the past.
However, he gets taxed and gets a P60 every year.

Has anyone else going through the settled status process had this issue and how was it resolved?

I went through this process a few years ago (2016? Ish) so this might be out of date information. However, I was able to use a combination of post I’d saved over the years (bank statements, utility bills) and written statements from chairs of charities I’d volunteered regularly for (unfortunately I’d been a SAHM at that time so I couldn’t get letters from employers so that’s the best I could manage).

Basically, they do have other options to accept to prove settled status. The bills/post will need to be several from over a year, so I’m guessing that’s why a council tax bill wouldn’t be good enough.

I’ve no idea why there’s a problem with his NI, though. Maybe follow up on that, if that can be resolved I suppose this would all be easier..

I just wondered if anyone had the experience of the National Insurance not be recognised and if they knew why that was
I'm stressing about this more than him unfortunately, I have emphasized that he needs to look at his HMRC account for other reasons than just settled status, pension contributions etc - hopefully he'll realise that the settled status is the easier battle and the fact that the NI no isn't being recognised is the real issue here.
