Colleague lift covid confusion

I'm in tier 3, as is colleague. I drive to work and they get array of buses and trains. Am I legally allowed to give them a lift? I have read the guidance, it says no unless travelling for work. Our employer hasn't organised this so does that mean it's not 'travelling for work'.

The guidance is to avoid car sharing with anyone who is not in your household or support bubble.

Guidance is clear. You can't travel with someone who is not in your bubble in a car.

In a tier 2 or 3 area car sharing is not permitted with someone from outside your household or your support bubble unless your journey is undertaken for an exempt reason. For example, if car sharing is reasonably necessary as part of your work

It's the 'reasonabl6 necessary' that's confusing me. Is it travelling 'at' work eg going to a client meeting rather than 'to' work. The latter is reasonably necessary as our work is in the middle of nowhere!

Isn't everyone at your work much more at risk if someone comes in via public transport, than if they arrive with someone they work with?

It's a no brainer to me.

I think traveling to and from work is commuting rather than 'for work', so lift sharing would not be allowed in Tiers 2 and 3.
