Why aren't certain services back to being operational. but the pub/shops are open

OK, yes Covid. But, I have various administrative things I need to be done. The offices involved are still closed, they aren't even responding to a whole forum of enquiring people who are desperate for their National Insurance number. They aren't making appointments, they aren't able to open Job centre Plus centres for ID verification, something that would take roughly a nano second.
Why? Why isn't there a video conference method?
There is a back log since March. surely they could have organized it by now?
Why is it impossible to get an appointment with the bank to open an ISA ???
Why can't I do it on line, so employees can sit at home & do it safely WFH ?
The shops are open, people have been off on holiday, people have been rubbing shoulders on beaches, in pubs.
Surely sitting in an office over a metre a way, with one other person, with a masque, & a plexiglass screen is safer than getting on the bus ?

Rant over, pissed off.

Because organisations are having fun making a profit from the furlough scheme. Why bother paying people when the taxpayer will do it?

I suppose it even works for public sector jobs if the money comes out of a different budget and not yours.

Public services should be obliged to function. even on a reduced schedule. They are paid by the "public"after all.

Surely banks make money from ISAs ? What can be so difficult that you can't sign up on line & transfer the money in ? even a phone appointment should be feasible....
