People that live there, frequent there often will generally know what it's like on bank holidays.

We went last Monday and it was ok. Lots of people around but nowhere near as many as you'd usually expect to see in Windsor. Park was empty and the only queue I saw was for McDonald's. I felt pretty safe there and had a good afternoon with my family.

Friends went on a boat trip last week and had a meal. Pub was busy due to the Eat Out deal, but hardly any tourists, not like normal.

I cannot comment about current times, but might be a bump for you. I visited Windsor in Jan for another reason. I was really suprised by the amount of presumably foreign tourists. I'd guess there any currently far fewer, especially if you need to book tickets beforehand. Hopefully someone local can comment though.
