Boiler woes

WWYD? I've lived in a new build for around 6years now and have my boiler serviced as you should. It was serviced last Friday. Come Sunday, no heating or hot water. Rang the service provider, who arranged for someone to come round today.

The engineer came round and claims that there are seemingly issues with our flue which he can't access due to h&s so has rendered our boiler dangerous. It's in our loft and over 5m from the hatch which has no floor boards down for him to go and inspect. I can see that no one wants to fall through the ceiling BUT I've now read that a flue should be inspected with every service. If he cannot access it, surely that means every service we've ever had is dodgy. Not to mention that the building company have allowed the boiler to be installed in an inaccessible place. I know it's the same next door.

We have small children so it's not ideal especially with the cold weather. Where on earth do I start? Surely this will cost loads to put right?
