Neighbours using my bins

I live in a block of 4 flats. I was the first tenant here back in January and as it is a new build (us all being the first tenants) we had to purchase both new wheelie bins for each flat (cost £70 each)

I’m flat 1, numbers 2 and 4 have gotten their bins too. However number 3 hasn’t ever got one despite moving in in March.

They aren’t very friendly and ignore all the other tenants in passing, at first I started noticing bags of rubbish in my bin, the other two bins weren’t full (so can’t have been my other neighbours using it as overflow) it had to be number 3.
I tossed the bags to the side for a few weeks and they stopped. This morning I was taking all 3 wheelie bins out and putting a bag into mine. I opened it to find a load of smelly kebab takeaway boxes and empty cans of beer. They’d put quite a substantial amount in there. I know I can’t prove it’s number 3 but who can honestly live in a flat for 9 months and not need a bin? They’ve obviously been sharing their rubbish out between our bins.

They don’t seem friendly so I’m a little apprehensive about knocking to ask them and even then they could just flat out deny it.

AIBU to feel irritated that they won’t just buy their own bin like the rest of us had to? What can I do to make them stop?

Report it to the council. If they have no bin, they have no way of discarding their rubbish! Don’t raise it with them first because they’ll know it’s you, especially if they are hostile!

Bin lock? Looking on amazon now.... I’ll get one, but that will look passive aggressive won’t it haha not that I care....

I never knew about bin locks till I joined, I wish I had known about them earlier.

Ordered a bin lock, from EBay for an elderly relative with CF neighbours, she didn’t feel able to talk to them about it. You just have to remember to unlock it before the bin collection time. Worked a treat elderly relative much happier, CF neighbour probably moved on to filling someone else’s bin.
