Cigarettes everywhere

I live on the ground floor of a block of flats and our back windows look on to a communal garden. This (pictured) is the standard scene outside my daughters bedroom window every day - cigarettes everywhere. It's littering, it means I cannot take my children out to play in the communal garden, as they are both still at the stage where they'll pick anything up off the ground, and it's just plain disgusting. I have never seen anyone out there smoking and I'm 90% certain it's my upstairs neighbour chucking them out their window. Without any actual proof is there anything I could do to put a stop to this??? Or should I just shut up, put up and eventually move?

Inform the landlord or whoever has overall control of the building (dont know the official terms!) and let them know. Dont necessarily say it's your upstairs neighbour but maybe ask them to contact all the flats to remind them to use an ashtray.

We do have a factor who looks after the maintenance of the building and grounds. I will write them an email! Hadn't even thought of that, thanks!

There must a management company. Who do you pay for the up keep of communal areas. They’re the ones to tell I’d thought.
You’re right it is disgusting.
