Is this emotional blackmail?

Inspired by an issue coming up on another thread.

When does expression of disappointment/hurt become emotional blackmail? If you know expressing how you feel will make the recipient feel bad, should you not tell them?

Hypothetical example - parent to adult child ‘I feel hurt that you are choosing to spend so much time with your partner’s family’

Is this reasonable expression of feelings or is it unreasonable emotional blackmail to guilt the recipient into changing their behaviour?
