Javid was properly shown up during his budget for using his presentation to attack the opposition and to be honest nobody really took his budget seriously anyway as there are so many unknowns it’s almost impossible to forecast how much money will be available to spend by the end of this November let alone for the next year. A number of them very publicly said that proroguing Parliament would be unconscionable, so they've been put in a dreadful position by Johnson. Gove is certainly in danger of being dragged down by association so would be very sensible to jump ship and aim to position himself as the person best able to clear up the mess.
