Baby change/feeding room at Debenhams

Saw a post on here the other day about feeding rooms in John Lewis and Dad's which I thought was an interesting post. However wonder people's thoughts on baby changing/feeding room that locks? I'm at my local Debenhams and my babies done a poo. The baby change/feeding room is locked. My 6 year old keeps trying to open it. Next thing a man opens it and says they will be out in a minute. I find it a bit weird that the room can be locked?? From my memory it's got two baby change stands and a few chairs so should be assessable to more than just one person. Aibu?

Maybe some people don't want strangers opening the door and seeing their toddler half-naked? I don't think I'd be bothered, but some people might, for one reason or another.

Or maybe some people don't feel confident breastfeeding when other people can see them. Not everyone feels comfortable with it.

So it's one room with 2 changing areas and feeding areas but with a lock on the inside?
Never come across that before.
Locks on rooms with a toilet in or an individual feeding room with 1 chair, yeah heard of them. Locks on communal spaces? Never.
