Can I still eat this chicken?

Cooking thighs in the oven after 40 mins I put the defrost option on instead of steam. So for 20 mins it's been a lower temp of 30 degrees I think . I've got it on steam now.

No different to something coming up to temperature in a slow cooker I'd have thought. As long as it reaches a safe temp for 2 minutes I can't see a problem.

Yes so long as the meat is cooked through (cut a bit apart to check in the thickest part, see if you can see any pink/blood) and piping hot I wouldn't have thought the fact it's been cooked more slowly than you intended is a problem. It could make the texture a bit stringy or the skin less crisp but it's not going to be poisonous...
