To wonder where Boris found the magic money tree?

Two years ago Theresa May and several of her ministers repeatedly told us there is no magic money tree. Boris has apparently found one. He’s proposing £9 billion in tax cuts, a wedge more by cutting NI contributions and a spending spree, where’s all this money coming from? And if was always there, why austerity?

Suerely this will be funded by the Boris Bus and its 350 million a week thingie?

Maybe he has found Philip Hammond's secret stash of money, that was put away to cover extra costs of a hard Brexit? I've heard that's a few billiion.
Shame none of this can be spent on NHS, Education or social care isn't it?
