To expext to feel safe in a childrens playground?

I'm the first to admit that I don't live on the nicest estate in the world but I just took my DD to the playground before fetching DS's from school. At the playground were 4 children with 2 sets of parents. Both sets of parents looked about 16 and were drinking beer and smoking whilst ignoring their children completely. One child was a newborn baby who was dressed only in a nappy. (I know it's war but that is just silly). One child was about 2 and was sat in the baby swing several feet away from her parents, screaming her heart to be let out of the swing. She had no such luck. I left the playground after about 5 minutes feeling very uneasy and intimidated. You will not be surprised to find out that the beer cans and the fag ends were all left on the playground floor.

Call the social services. I would. Those 'parents' need a few pointers, I think.
