Can't sleep and watching a police programme on TV. They stop a car with two occupants, mother and 14 year old daughter, the latter is smoking a spliff in the car while being driven to school What sort of parent would allow that?

The ones featured on tv. Us normal types would be considered very dull watching tv at 3am.
