AIBU there isn’t enough deterrent for “ petty crime “

I know it’s really not their fault, budget cuts etc.
But yesterday I called the police ( non emergency ) after my daughters valuable ( over 1k) specialty wheelchair was stolen literally daylight on a road whilst I grabbed daughter out from house. Saw them run off with it and it was gone !
Luckily due to locals all sharing etc it was found dumped with crap thrown all over it and broken off breaks.
So within an hour and half of me reporting it stolen I got an email to say that the investigation was closed due to there being little chance of finding the chair or who done it.
Now we live basically before a massive yellow storage unit which has cctv covered all around which they would of had to run past. There is 3 apparent active cctv cameras on our road.
A local man managed to track down the chair and take it in for me over night.
Even when I went to update that stolen chair had been found but vandalised I couldn’t as case was closed !

Ring back again as it's been found and ask for it to be looked in to. Also, state that the crime is potentially a hate incident so should be treated as such.
