2 YO DD, she has eczema on her arm that shes been itching a lot the last 24 hours tried all the creams but nothing fully gets rid of it (thats another story)

She also sometime's gets a small patch on her cheek but today she has woken up with this, nothing on the rest of her body though....

To me that looks like eczema, chicken pox at the blister stage makes you feel unwell, temperature etc so the deciding thing would be how she seems in herself- happy enough or upset, crying etc.
I had the pleasure of chickenpox as a teen so I remember very well feeling like utter crap when the blisters appeared

Also I think it usually starts showing on your trunk-belly, legs etc before your face, but I could be wrong.

Check with GP? Not sure on CP but if she's really itchy, she could have infected the eczema by scratching. My sister did similar.

Or wait 24 hours to see if it spreads?

Looks like eczema to me, mine goes that way when it hasn't been treated. Chicken pox is fluid-filled blisters.
