Depends on the context. If they're saying they can't afford to go out until payday, fair enough. If they're spinning a yarn hoping to tug on your heart and purse strings, not so good.

He's not really asking for money. Just saying for example, that he's stressed when he looks at his bank account. Or that he has no money to go see a movie. Something like that.

But then he goes to see a movie anyway.
