Someone on Facebook asking "can anyone make these?"

The answer can only be "yes. Absolutely anyone with a printer and a glue stick. Plus no taste."

It’s a name written in typograph style. The person probably wants their kids name written in the same way as it appears to have the child’s date of birth within each letter.

Not the best example but there’s no need for someone’s taste to be mocked.

Eliot is probably someones name (although normally spelt Elliot wiki suggests Eliot is a alternative spelling as are Elliott, Eliott and Elyot and I know of a Elyott)...
It looks to be lines of text including dates and times that presumably have some meaning to the person cut out and stuck onto a piece of card in such a way to spell the name out.
