Someone I knew worked very briefly with him and I posed the same question. She said he was funny, took the piss out of himself and when he is talking to you - you had his undivided attention. Also, people love a bit of power. Oh and she didn't and wasn't tempted.

A) Power. He's got some.
B) He seems harmless, self-effacing, witty, can say funny things. I imagine he can turn on charm (really making someone feel like they're the only person in the room he notices).

B->C) Some ppl decide only on their in-person direct impressions, it wouldn't matter if you told them he was an axe-murderer or serial child abuser. They only go on their own direct impressions.
D) He's up for it. Lots of people like risky sexual liasons.
E) He wasn't a complete dog as a youngster. I know the pic is decades ago, but he's not the ugliest 54yo I know either.

It's going to be a combination of all of those, which blind people to his lack of classical good looks (being polite here) and other less attractive qualities (again being polite).

I saw him on the news the other night and the same question ran through my head. He is overweight, really badly dressed wearing that same shiny suit all the time, pink skinned, he deliberately messes up his hair to look dishevelled which also cannily hides the bald spot and says offensive things. But power, fame and money are aphrodisiacs to some. He has all three so he is going to get laid.
