Other people's kids

So at a new play group today with my toddler, he went to get on some ride along toy, another bigger child came along and pushed him off to climb on. Mine then tried to grab it back.

I went over and removed mine and distracted him with another toy. Quite often he's the instigator, when I see him grabbing toys off others I intervene, tell him no ect. Is this not the norm?

This other child's parent was no where to be seen the entire time. Was there an 1.5 and only at the very end when they were leaving I could see he was with someone. He was just roaming around doing as he pleases while she had her back to him drinking tea. Hindsight I wish I'd told the other child off but didn't see it as my place.
