Landlord repossession: Court forms

Does anyone know how a court decides on my landlord wanting flats in house back (to convert to normal house) ? The 'defence' court forms I've filled in: with proof I've never had gas safety certif, energy certif, deposit scheme info etc. Also have proof it's revenge eviction re gas repairs still not done. It then says LL has asked for "decision with no Hearing". So who decides? A Court official? He's also said I'm only tenant when there are 3flats & 8 residents in total. Do I need a lawyer if there is no hearing? Form asks for mine:I have no way of paying for one.

Are you within a fixed tenancy period?

I had a 6month tenancy that expired Sept 2016. No new contract since, even when new managing agents appointed last November.
