To think they can't just break in?

I live in a converted HA house, 2 flats so it's a private type house but converted. I am WFH at the moment so was here today. A couple of weeks back a guy turned up checking the communal hallway for fire safety. Fair enough. Nothing was there except a few letters. The neighbour dealt with him that time and apparently he was banging on about the letters being a fire hazard! (it was honestly about 3 letters). He said he'd be back to check again in a couple of weeks. Anyway, the bell rings today and he's arrived with a locksmith! To be honest I was fuming! He's never been refused entry, our hallway was never full of stuff! But they were actually going to break in! He arrived at 3 when I could have easily been at work. The downstairs neighbour was out. So they think it's ok to just break in anyway?? This is the same HA that took 8 months to replace my broken boiler! Who still haven't fixed my leaking roof after several months but oh when they want to do something they can just break in? And what would have happened had they done so? Would they have just left a broken lock? Charged us for a replacement? I was so cross that I buzzed him into the hallway and just shut my front door as I didn't want to risk losing my temper at him. Ok they may own the property but I just really don't think it's on to break in on such flimsy grounds!
