To make a complaint?

I don't know whether I should just ignore it and move on, or complain.
I had a meeting with a local authority Business Advisor yesterday, aside from him not being very helpful or being able to answer any of my questions, he spent a large part of the meeting fiddling with the crotch area of his trousers! Not, I hasten to add, in a playing with himself kind of way, more in an adjusting kind of way - but still inappropriate in a professional meeting, isn't it? I don't know whether to email to complain, because it did make me feel really uneasy, or just to make sure I book any further meetings with one of his colleagues?

He sounds unprofessional and distracted, I wouldn't complain but I would ask for a colleague in the future.
