Car sitting outside with the engine running

Right outside my bedroom window. For the last 40 minutes. No sign of moving. They're just sitting inside chatting.

It's not loud but it's fucking annoying. Windows are open due to the heat, obvs.

WIBU to tell them to do one?

I’ve had this before when I lived in a ground floor flat - people would sit right outside my bedroom with the car running or stand outside smoking and talking/arguing/laughing etc at all hours with no regard to us sleeping inside
