Every day for the last 2 weeks he's had a bonfire it means the house fills with smoke or we have to close the windows - can I report him ?

Please do.

Can you not go round to see him and ask him not to do it at a time when you’ll be enjoying the garden or have the windows open?

We had the same with a neighbour, we’ve got patio doors at the back and they had several bonfires about 6pm and the lounge would fill with smoke. My dh went round, had a quick chat and they’ve not done it since.

People seem really keen to go down a legal or reporting route when a quick convo will resolve it

Depending on your local authority the bonfire rules vary.
It's unlikely he's doing anything illegal so a friendly chat would probably be the most fruitful.

Yes we've tried the chat improves for a while but then gets worse again
