Building work at this time?!

I hate my neighbours, never met them but they throw lots of parties, constantly shouting (not arguing) that’s just them having a conversation.

I’ve been home an hour and they now have the loudest building work going on. I just want to sit and relax and this constant noise is ridiculous.

I think the fact you start your post with "I hate my neighbours" tells a story of its own. Once you don't like someone, then everything they do, irritates you.
I actually don't think it is unreasonable to be taking advantage of the light evenings to crack on with work on your house, but I'm guessing that isn't what you want to hear.
