Should I write letter to my neighbour

I will try to keep this a short as possible. Last August I moved into a council property and when looking in the garden I noticed the wall separating me and my neighbour was severely unstable. I spoke to the council about fixing it but they said it's my neighbours responsibility as she owns it, so with that I went and spoke to her and she said it was actually an old outhouse she had knocked down but promised to fix it so I left it at that.

Fast forward to now and it's still not been done. It's 4 foot wide and around 6 foot high and nearly all the bricks are loose and a lot have fell into my garden so I can't let the kids play out in fear of bricks falling on them. When I had the council round the other month they took a quick look and said they can't fix it but can eventually if she keeps refusing to do it and then send the bill to her.

So would I BU to send her a polite letter asking her to fix and giving her until july/August to fix and if not I will have to get the council to intervene.

BTW. She's around 60 and bloody hard to get hold of as she's always away in her camper van. So very rarely see her.

I think that would be fine. Explain that the council will take responsibility so if she doesn't want the hassle she can just leave it and be billed in time, but that if she wants to see if she can do it cheaper herself she needs to make progress within the next couple of months.
