What is this new litter?

I'm seeing these little plastic wrappers discarded everywhere recently - this one is still filled with powder, but mostly they're empty. Is it something to do with vaping?

Looks like cigarette filters for roll ups to me (which my DP leaves lying on every item of furniture!)

Theyre rollie filters, probably fel out pouch whilst someone was walking and rolling.
