Renewing tenancy as single tenant

I currently rent a house through a private agency with my now ex-partner. As the tenancy agreement ends in July, he is moving out and I'm staying alone. It's a joint tenancy.

When he moves out I was envisaging giving him the deposit directly to him as he paid it, paying the renewal fee and then starting paying julys rent by myself.

He says that I will have to start the application process to apply as a single person as we did when we first signed, which means a deposit to the agency, a months rent in arrears and a admin fee which is much more than the renewal fee.

So, can I just renew or will I have to start the process from scratch as a single tenant?
