PCN for a new CPZ? To pay or not to pay?

Residents permit needed on our street. DP bought new car and has not yet received paperwork needed in order to obtain residents permit.
Decided to park slightly out of town (free residential area) whilst waiting for necessary paperwork - as was working out of the country for a couple of weeks.
Just got back, went to pick up car and in the 2 weeks he left it there it has since been turned into permit zone - no warning signs up when he parked there - I can vouch for that -
And he has 3 PCNs!!!!! I said he’s an idiot for leaving his car there and they won’t let him off- whole point of introducing permit zones is to deter people like him. He says he’s appealing- on grounds he has proof was out of country when it was changed to permit only . AIBU to think an appeal is pointless ?

Not necessarily. If the signs weren't there when he parked then how would he have known?
Unreasonable for them to believe that he would have been aware of the change.

However parking tickets are notoriously hard to get out of. Can't even get out of one for parking in my own parking space without the permit!
