Dog fouling and Council failure

AIBU: Moved some dog dirt (not my dogs btw) from the front of my drive onto nearby grass verge, was witnessed by council employee who is threatening to fine me and has taken absolutely no action against the person who left it there, even though I emailed their name through to council. Daughter has had Bone Marrow Transplant and didn't want dog mess on car wheels, then drive, then coming into house. They have been sporadically watching for perpetrators but they only person they have harassed is me.

Contact your ward councillors. Tell them the full circumstances.

While I have every sympathy with you, why didn't you just put it in a bag & bin it rather than putting it on the verge for someone else to tread in?

With hindsight i wish i had done but i was in a rush to get to the school and the shovel was handy and i didn't have time to go and get a bag.

Plus the the verge is too high to walk on. The dog fouler is at fault not me.

I agree with you that the dog fouler is at fault, but I think you’re on a road to nowhere with this argument.

The council’s job is to prevent people fouling the verge. They caught you putting dog poo on there. Where the poo came from originally is irrelevant to them.

There advice to me originally was its the person who is in charge of the dog that is at fault

I wonder what law they'd fine you under. You're not the dog owner or in charge of the dog, so are not responsible for clearing the mess up.

Unfortunately you moved it from your property onto Council property and this was witnessed. Effectively however unfair it is you did actually foul the verge

Well yes, of course; if they see the dog taking a dump. I’d imagine that if they see a person put poo on a verge with no dog in sight, then it becomes the person at fault.

Thanks for that. I'm at my wits end with this problem. The road is covered and I think there's more to it than what she told me. They put up a Pick up after your dog sign up (quite large) on the hedge without asking and it spooked the landowners horse who apparently threw a rider off, and the landowner took sign down after 3 days so we think the council could be trying to thow focus from themselves for that.

I just moved it slightly to the left so I wouldn't run over it. How about they chase after the person whom I told them left it there.

They knew it was on the road originally, They just saw me move it a bit to the left.

Also the perp lives right around the corner, and they have never phoned or gone to his door. They phoned me today threatening to quote legislation.

The council hag told me their job is to fine people who allow the dogs they are in charge of to foul and don't immediately pick up. Not people who move it to the side to avoid cars splattering it everywhere.

our council Daventry Northants was in papers for passing a law a few years ago to fine anyone not carrying a poo bag whilst walking their dog. To date no one has been done yet you are threatened. What a bunch of shites

Thank you for your support. I did read that in the newspaper. The Council sat down the road in their car doing nothing about the problem but harassing me for moving it to a safe place while I was in a rush
