To think HMRC cannot just take more money than agreed

Have a monthly direct debit set up for an overpayment despite phoning to tell them of our changes and being told it doesn't matter they didn't need to know until the following tax credits annual review...standard stuff. Anyway they overpaid us by a lot so of course when they demanded repayment for their balls up we were in no position to pay back in full. They then wrote a year later saying there was another overpayment despite us not receiving any more after the initial overpayment...so I ignored and they sent to a debt collection agency. When we rang them to say we can't afford to pay anymore they did an income and expenditure they agreed we were in no position to pay more. I've checked my direct debits today and they have took out 18 pounds more this month than our agreed repayment. Is this legal? I'm at my wits end with these idiots I have no idea what number to even call
