Can he do this?!

My Step mum works in London in a fairly 'high up' position. Her boss has always been a typical control freak and seems to dislike her because she's a woman, he's also openly homophobic and she's gay.
He has told her that if she doesn't come in while it's snowing then he'll fire her for being 'weak'. She's said he uses this word in reference to her (in front of her team) all the time and has continuously joked about her being the weakest member. The roads are perilous on the way to London and my DSM is worried about her job.
He's an absolute bully. My DSM has to leave at 5.30, to get to work on time for 7.30, every morning since the snow started. She's terrified driving in the dangerous weather. Surely he can't do this?
The job is emergency services but it's not essential she's there everyday and she can work from home ie desk job in the police force (but not).

She will be unionised then, best she contacts her union rep. And no she cant be fired without due process etc, she will know this

If she's being bullied at work, she needs to start recording incidents and think about taking it to HR/involving the union.
